They can be commercially harvested — stripped of what makes them human and repackaged as productivity content. They can be efficiency-swept — formally delisted from the category of the possible when they fail to demonstrate ROI. They can simply be forgotten, which is the quietest way things disappear.

The Department files them so they cannot be forgotten. So they remain, officially, imaginable.
